Dear Sir/Madam: Certainly you are aware of the need in Baja California for reliable supplies of fresh water and electricity. Providing these two products would allow for the continuing profitable development of this peninsula. I write as an agent of my stepfather, Herbert Charles Kelly Jr., of San Diego, who has invented and patented a system for evaporating and condensing water using the natural sources of the sea (water), sun (heat) and geography (elevation). This system would lift water vapor from an solar evaporation bed (e.g. a man-made salt-water reservoir on the Gulf of California desert) to a condenser on the mountains above, without the need for special power sources or mechanism of any type. The heated vapor can then be condensed by an electricity-generating turbine, and the resultant fresh water stored in a reservoir in the mountains for distribution by gravity flow to both agricultural and urban users in the temperate climate of the Pacific litoral. The electricity (produced by removing the solar energy from the vapor) can also be sold to users in the region. Construction requirements for the eduction system are: reservoirs for sea water and fresh water, evaporator, lifting pipe, and condenser. Of course there will also be environmental impact, water-use, water-rights, land-use, land-ownership, right-of-way, political and permit issues to be addressed. Additional systems would be required to distribute the fresh water and electricity to customers, and maintenance costs must also be figured into the equation. Furthermore, since the system is driven by solar power, the environmental impacts from its operation – if monitored carefully – should be minimal, and this “green” factor would become an ecological and political benefit. Provision of fresh water is crucial to the entire nation. This system is adaptable to many different types of installation, and can be constructed to suit particular terrain and various sources of water. Other facilities could be built on the mainland to help resolve the long-range need for water throughout Mexico, or anywhere in the world.
